Got my Murgle yesterday, on the first King Gakula rare kill. I had a tank friend waiting in the rare's spawn point while I ran around shooing the babies. You need to shoo about 100 babies and approx every 25 the King will shout out a different phrase. When he shouts, "Gak! Mugllglgll Gak", he spawns. He shouts out his phrases in a particular order, and you do not personally have to cause all 4 yells. In my case he had already done the first yell, before we got there.
