These pets CAN be found in Highmountain. They aren't part of the Legion achievement, but they can be found off the coast south of the Shipwreck Cove flight point.

Confirm found in The Withering Mire around 35,46. There was a couple dotting the map. Didn't see it anywhere else as I searched for pets in Spires of Arak.

I got one at Pinchwistle Point in Spires of Arak. There were 3 spawned.
