You have to reach renown rank 14 with Cartels of Undermine before you can obtain the Vintage Kaja'Cola Can required to purchase this pet. The Cans drop infrequently from S.C.R.A.P. events in Undermine (when you're renown 14), but the rate isn't that awful - I found I was getting roughly one can every few events. SCRAP events only run for a few minutes and a new one appears very quickly after the previous one ends (look for a trash can icon on your zone map, or a blue quest circle if you still have the weekly quest to complete them), so it shouldn't take too long.
