Players will need both Zapthrottle Soul Inhaler (Bind on Use, crafted by Engineers) and Empty Soul Cages (Bind on Use, crafted by Jewelcrafters). Using the Zapthrottle Soul Inhaler on an elite Fire Elemental as it's dying will consume an Empty Soul Cage and produce a container called Encaged Frosty Soul, which will turn into a Docile Frosty Soul after 15 minutes.

To update my experience, I've since captured all these spirit pets.  I was 1 drop for 2 Frosty Souls for the Tide Spirit, 1 drop for 66 Airy Souls for the Gale Spirit, 1 drop for 80 Fiery Souls for the Blaze Spirit, and lastly, 1 drop for 99 Earthen Souls for the Dust Spirit.  Good luck!

this is 1 of 4 spirits you can get from the zapthrottle soul inhaler engineering item. they have a chance to drop from the docile souls, depending on what type of elemental you killed. I got this after 40 uses of the zapthrottle as my first pet of the 4
