I am a Horde Troll and I found this little guy as a 2nd pet to a Shore Crab just out side of Dragonmaw Port. He is a poor but I really don't care.

I did try this quest sometime ago and no luck. I tried again today and fished all three fishing holes.

I got him at Lake Jorune

Head to Veil Shalas and close to the mountain you will see a bird called Skywing with a ! over his/her head. Take the quest and you will get the pet when your done.
