Giraffes and Zhervas share spawn locations. Near by lions will Dash at the spawn locations and kill whatever is there every few seconds. The dead animal rots in the sun for 5 minutes before fading and being replaced. Kill Zhervas, Giraffes and nearby lions to spawn new Giraffes.

Or do the Giraffes need to hang around to produce a family?

Don't hunt for a rare with a 90 character. You could easilly level from 85 to 90 before a rare shows up.

Keep Shield Shell up all the time, recast when it's at 1 round

Keep Renewing Mists up whenever you're at less than 7/8 HP

Recast Shield Shell anytime your oponent burrows or is otherwise unavailable to attack

It'll take a bit of bad luck to come out of combat with less than full health

I started a new Blood Elf and focused on battling everything in sight. Before I left the Ruins of Silvermoon, I had 3 rares. Maybe a good night. Maybe the drop tables have changed. Maybe the drop rate is more generous with a level apropriate character in the area.
