Clearing out the Thundering Exiles will cause Tiny Twisters to spawn. I cleared the area several times as suggested by other posters, and Tiny Twisters eventually started spawning.

Yikes. What a trial of patience! Finally found an uncommon Coral Snake at 61, 50. I may come back and try for a rare but they spawn so slowly it almost seems like a waste of time. 

Camped the spot near 63, 49 on Bloodmyst Isle where two Ravager Hatchlings spawn points are located. After what seemed forever, a rare Ravager Hatchling came for battle. My team captured it. 

After battling critters all day long, got 2 uncommon Gazelle Fawns and 1 rare Gazelle Fawn in a row right around 37,70 in Mulgore.
