If you just can't wait to tame this little guy, there are level 1 tamables wandering around the Veiled Stair! Malayan Quillrat Pups and also Bandicoons are all available in that area as level 1 pet battles. 

The Vendor 'Michelle De Rum' is located inside the Everlook inn. The pet sells for 50g (no faction associated, but level 24 guilds will get it for 45g, and Goblins for 40g(or 35g if in a level 24 guild, I believe). It is bind on use, so you can also pick it up at the auction house(for an inflated price, I am sure).

This is NOT the same cub from the new Wintersaber Trainer Quests for the mount.

The troll attacks are part of the new level 85 quest chain. They are phased, so if you finish that line then everything should go back to normal and you should be able to pick up the quest to find the hatchling. I only had to do Bad Medicine, a quest to gather 7 Jungle Remedy, and then found the egg. Once you get the egg, just keep following those quests, no need to do the whole zone.
