I was having the same problem, but it just showed up - 2pm US eastern, August 27th.
Also caught in Perdition Hold, Altar of Domination (25, 69) - seeing several other comments about this spot, so it seems to be the way to go.
Suntaile - I think you (and others) are right. Yep, Squirky is indeed the same color as the murlocs on this island and the journal entry for the pet now fits with this location. I had seen details about the island elsewhere and went to take a look with a friend.
We cleared a path to the top of the island where the Wavecaller (big murloc) is, and nothing happened after killing it. The clutch of "Pristine Squigglefin Egg"(s) nearby with a mobile hanging over it does make it seem like this is the right spot though.
We tried sitting on the eggs, singing to them, setting a campfire underneath/nearby, but nothing we tried made a difference. There was nothing in the treasure pile behind the Wavecaller (including the humongous pearl) that could be clicked. I also looked for underwater cave entrances around the island, but found nothing. Still, I will not be surprised if this turns out to be the spot and we just haven't figured out what the trigger is yet.
Thank you Peanutty for your notes about Felsoul Hold. There are 6 inquisitors in close proximity (3 in the square room to the southwest, one in the hallway leading into that room, 2 more down the staircase from there and if you've got the place to yourself you can just keep running through them with almost no downtime.
It could be chance, but I do wonder if the location matters as others have suggested. I had been farming exclusively outdoors and had no luck. When I saw the mention of farming inside, I got it in under 90 minutes. Wowhead statistics are notoriously unreliabe, but it currently lists the drop rate at 0.06% (~1:1600) - there's no way it's anywhere close to that bad, and this stat might be explained if only some inquisitors (like those inside Felsoul Hold) drop the pet.
@Illumnati : The journal limit of 3 is not a mistake, it's just a very odd case. You are correct that you can no longer add any more to your journal once you have the curious oracle hatchling and curious wolvar hatchling, but people who already had more than one of either before the pet journal consolidation at the launch of Mists were allowed to keep them and can use more than one on a pet battle team.
Just noticed and reported a bug with this pet - it doesn't get healed to full health when it gains a level like pets (and characters) normally do. Saw this happen consistently while leveling it. It wins a battle, gains 1 or more levels, max health goes up, but it does not heal any damage taken in the battle, nor does it gain the amount HP increased with the new level(s).
The notes here say that it sold by Nat Pagle in the garrison, but it's not currently for sale. I've unlocked the level 3 fishing shack and can buy everything else he's supposed to sell (drinking hat, draenic fishing pole, land shark pet, fishing journal, crimson water strider mount), but this isn't showing up. Wowhead doesn't list how to obtain it either.

I also had to get mine off a hard-to-reach cliff, as it was the only one up when I visited. Used mutliple mage Slow Fall to get to it.
Not part of the Draenor Safari achievement for some reason!
Can't find any evidence that the schematic still drops. I see the drop rates in Wowhead like everyone else, but think it's just old numbers. One of the three mobs listed doesn't drop any loot at all anymore (ever) and many, many Gnomeregan runs on my engineer have yielded nothing. No comments I can find on any site within the past year about finding the schematic, and I don't even see it on the AH anymore.
If anyone can confirm it still drops, would love to know about it - while the pet is easy to come by, this is the only crafted pet I can't make, and I'd like to fix that =)

I just noticed a sudden change in the frequency of the animation on this pet today. It used to be about once every 45-60 minutes, now it seems to be more like every 20 minutes (approx of course, not regularly timed).
Had it been a female, I was thinking "Pet Battletaur" = "Pat Benetar" =D
Alas, no. Checked the model on WoWHead, and there's absolutely nothing to make me think there's a connection.
I'm one of the people most negatively impacted by the score changes (my site rank dropped from ~125 to ~1000 and my realm rank dropped from #1 to #2), but even I'll say this was a wise move towards reflecting the amount of work people have put into their collections.
@Almuric: Yes, this is an Armory issue - as of the evening of 9/12 it's not listed there (I checked both before and after I got the pet, it doesn't show up in either owned or unowned).
Though slightly lower in level, I found rares easier to come by in Winterspring.
HOWEVER - BE WARNED - if you find one in the northern part of Winterspring near the frostsabers and have to duck out of combat to heal your pets to full (as we often must do when checking lots of pets in search of a rare), as soon as you forfeit, a nearby frostsaber will come and kill your critter. Keep yourself well enough healed that you can handle your rare alpine chipmunk without having to exit first.
I'm leaving this comment just in case other people have *really* bad luck. I've captured almost all wild pets and then upgraded them to rare, and out of them all, *this* seemingly normal little owl takes the prize for biggest pain in the butt. Thankfully there are tons of them in Teldrassil, so you can constantly pull them in your search, but I have checked more than *200* of them without a single rare.
Even if I'm just having really bad luck on this one, I can compare this to all the other 250+ wild pets I've upgraded and tell you that rares are harder than most.
If looking to upgrade this to rare, do yourself a favor and go to Moonglade instead of Hyjal. They aren't hard to find in uncommon as as a secondary in Hyjal, but I spent over 2 hours on three trips there without a single rare. Went to Moonglade and found 2 in less than half an hour. True, the pet levels are lower in Moonglade, but you can easily make up the difference in the time you'd save.
Just confirming what others have already stated - seems to drop only from the elites, and continuously killing the non-elites seems the best/fastest/only way to get elites to spawn. In the course of about 45 minutes, I killed 129 non-elites and 5 elites, with my pet coming from the last elite. The non-elites continuously spawn - you can come *close* to fully clearing them, but they start to respawn immediately.
In my first 18 years playing WoW, I only missed one limited-time pet, which I was unbelievably lucky to later get on the BMAH. I played Dragonflight for the first 2 months when it came out, but then life intervened, and I missed nearly all of 2023, and with it, 3 pets. I should be able to get two at a later date (Arfus and Lil' Maggz), but Baa'lial is probably the first US WoW pet I'll never be able to get.
Right now there are 10 other pets left for me to collect - 3 of which I expect to get in the next 10 days. The others will be a slow crawl. The rest of my efforts will once again be on leveling pets. Glad we have a Super Squirt Day coming up in February!
