Found in a chest in The Ringing Deeps at 59.00, 30.28. There are a bunch of candles around that I didn't even notice until after I looted the chest so I don't know if anything needs to be done with those.

I found one as a secondary to a Fragrant Stonelamb in Isle of Dorn at 33.14 73.75. It was rare quality.

This little guy has a 25% drop chance from Rockweed Shambler, a rare spawn in Nazjatar. Getting it to spawn requires laps of Nazjatar killing Lost Algans and Wayard Algans hoping a Shambler will spawn in one's place. Took me about a week and a half of wiping out Algans several hours a day, and 6 Shamblers for my Budding Algan to drop. Worth it, but can be a bit boring so taking breaks to do new content and/or combining Algan genocide with the Undersea Usurper meta achiev broke up the monotiny.

Not cagable. The pet is unique but the item it is learned from can drop for people who already have the pet, and those people are supposed to be able to trade it with people who participated in the same kill. Unfortunately for some reason both people who have tried to give me the pet (from two seperate kills) have recieved an error message saying I'm not eligible, no idea why as I definitely haven't learned it, it's not in my bags, and I participated in the fight.

Caught one near Rifkin's loacation, at 45 68.

 

Edited to add I found a second one in the same area straight after.
