To collect this pet players will need to first collect an Ouroboros Tablet, and then combine it with different Designs. These items drop from Sniffenseek digs in Zaralek Cavern.
After acquiring a Tablet, use it with the following Designs in this order:
Salverun will have a small speech for the player on first summon. This pet can sometimes whisper the player on subsequent summons.
After acquiring a Tablet, use it with the following Designs in this order:
- Designs of Flesh
- Designs of Bone
- Designs of Mind
- Designs of Soul

Just as Wcins1318's comment suggests i got the scale on the very first kill on kob'rok after finishing the tablet, another player in my group got it too and got the achievement
Information from Wowhead - this is going to be a very long process:
For
Salverun it looks like you'll need to loot a 
Kob'rok's Luminescent Scale and do Sniffenseek to find something like 
Hidden Niffen Treasure. They have a chance to contain a basic tablet and several designs (4 different designs are needed).
Combining them and completing the ritual will eventually result in your Salverun battle pet. You may only be able to get one of the Sniffenseek items needed for the process every week and the Scale drop might be gated behind finishing the Tablet.
