Best tip for this - keep going until you get a Hogger-heavy round. On my fourth try, I was getting spammed by Hogger's and finished this with about 3 seconds to spare.

Found one on the farm indicated - but they can also be found as secondary pets to others in the zone? area?

These seem to have a bit of a rabbit gene.. you find one, you're no doubt going to find 20 more.

Abundant around a lot of water areas, but easiest is just going up and down VotFW's main river, Zan-Zhe River.

The ONLY pet in Storm Peaks I could find for the Northrend Tamer achieve.

I had to enter > leave > enter the phased area outside Brunnhilder Village and attempt to click to enter into battle. I was finally able to do so when he was walking towards the village and was relatively close.

Beats camping empty spots until it snowed. Just some trial and error and some good timing - but it's a bit of a work around if you can't find any other pets in zone and need this for your achieve.

Few things I noticed when I found this that may help others:

Search the area; don't camp one spot for too long. You're probably out of range no matter where you camp to see every inch of this area.

Don't get discouraged of other people waiting. Some may leave for one reason or another; or aren't watching as closely as you are.

Look everywhere! They walk among the infernals, but don't (always?) hug them. Don't think not seeing one up against a big one means none are around.

Note - rep grind is required if you want to buy it from the vendor. Having UNDER the required rep to buy it from the vendor; I was able to buy and learn it from the AH. So check there if you don't have the Anglers up yet. :)

I would have to say some of the comments are more theory than exact (sorry) -- rep was high; no rain; found mine in the cemetary next to the Sporeggar (map still says Sporeggar; but if you venture out; it's just Zangarmarsh) at 8:24pm realm time.

A few people were out but this particular pet wasn't; as I didn't limit to just Sporeggar itself. Few trips around, and he spawned.

Poor but who cares so much right now. Can work on a rare later :)

One of those pets where you want to disagree with the CRZ features. Hard enough competing with your own realm! xP

I have been able to learn this pet twice from a trainer.

I faction changed a char to alliance and made him a panda along the way - 2 panda / 2 factions / possible reset like some faction based quests; unsure; but was able to learn it twice and I would think it works for other pets with this limitation.

Which is really to clarify this in case anyone else wasn't entirely sure what said limitation was.
