Not really a big fan of pets obtained by having to purchase content outside of wow. I have the kite so not a big deal there, not worried about the 4 hours to watch to get it, but Ichobod is unique and that means real money must be spent to get it.
Of course I will do it, I just don't have to like it. :P
Got mine at 32, 55. I think it can be anywhere a Proto Avian Fledgling can spawn.
Just saw it for sale on the AH, on Stormrage, for 650k. Which is quite a bit out of my price range.
A recommendation I would have is (currently) the Lightforged Warframe from the Vindicaar is pretty powerful against Argus World Bosses and this demon beast is no exception. I was able to burn it down pretty fast.
I did something close to having a friend along to spawn it. I have 2 accounts and spawned it from my second account for my primary account. I had the alt account as a Hunter so a built in tank with good DPS, then my main account cycled through characters of who were able to get there.
I never realized she was a ghost though, sorta sad. I got her today on my overall 8th try, so I would agree not incredibly rare. Good luck!!

It's a bummer that I am on a US server and you are on a EU server, because I have a few pets that you are missing and I would be willing to give them to you.
My daughter played Toon Town back in the day. She now plays WoW as well though she did not get the pet collecting bug like I did. :)
I have all the avialiable Shadowlands pets collected as of 11/08/2021.
I do not have the Timeless Mechanical Dragonling which is not out yet.
Soon though. :)
