It was more like the eighteenth kill for me, but I had seen Sarge drop plenty of times before that.
I am indebted to Reedwand for responsing to my questions and telling me what to do. I posted a fleshed out description of this costly endeavor on Wowhead in the comments for the Thundering Serpent Hatchling. TL:DR a Thundering Serpent Hatchling pops up on a Black Market Auction House somewhere in the WoW universe every other day or so.
Just as the Note says reaching max renown with the Loamm Niffen will unlock a quest that rewards the pet.
Luvvy dropped for me on my seventh or eighth kill of the day on just my main. However, overall and over all my toons and tries, this was likely my twentieth kill. I'd say go buy or cook yourself a stack of sparkling spice packets and go for it, the encounter respawns every five minutes or so, and so you can hunt the other Forbidden Reach rares in the meantime.
[Update] Luvvy dropped again for me on an alt on the tenth kill of the day. I had the luck buff everytime but I don't think it makes much of a different.
So my mileage varied. I was 1 drop for 2 Frosty Souls for the Tide Spirit, 1 drop for 66 Airy Souls for the Gale Spirit, 1 drop for 80 Fiery Souls for the Blaze Spirit, and lastly, 1 drop for 99 Earthen Souls for the Dust Spirit. Although obviously doable, this is a disagreeable grind, if done solo, you have to end your kill with a DoT spell and then time the dying soul capture to avoid the knock backs and stuns all these rares possess. Easier said than done. Good luck.
Unless changed in the last day or so, not so, I've been able to turn in three, two on one character, one on another. All on the same account.

The Ghastly Rat, Ghost Maggot and Spectral Spinner will remain in your Garrison even after Hallow's End has ended. You speak with Izzy Hollyfizzle to take down the decorations. However, I've left mine up, at least for now, and should you be the type to hunt these out of season, contact me and we'll group to get you a garrison invite.

I'm one of those people, who at least in WoW, never take down their Halloween decorations. The Ghastly Rat, Ghost Maggot and Spectral Spinner will remain in your Garrison even after Hallow's End event has ended. (You have to speak with Izzy Hollyfizzle to take down the decorations.) However, like I said I've left mine up, at least for now (it's been over five years now), and should you be the type to hunt these three pets out of season, contact me and we'll get you a garrison invite.
