I got 3 of them today after having an alt parked in Storm Peaks for a few days. You have to hustle as it doesn't snow for long. I had just enough time to port to Dalaran and fly there and there were others farming them too. 

Found lvl 3 B/B rare at 38, 33 after reading comments and logging out and logging back in after spending hours doing sweeps top to bottom. I think this middle area is key.
