if the Brilliant Bloodfeather is a P/P, and loads out with Quills/Hawk Eye/Drain Blood, I think he'll handily beat Wiggles (even if Wiggles loads out with Crouch instead of Buried Treasure.)

even though a P/P bloodfeather only has 260 base Speed to Wiggles' 273, the Flying racial boosts that to 390. Thus Quills baselines for 345ish damage, with an RNG for another 172, boosted further by Hawk Eye's +75% chance to crit /per attack/.  Drain Blood to keep above 50% health = win.

It may look from the Pet Journal and the screenshot here like he does not come with shields on the ends of his arms, but they spawn as an attatchment when he is summoned to follow or battle, never fear.  :)

Apparently, as of hotfix on Dec 5th, Crows still only appear as adds to Glowflies, but are at least capturable (but not cagable for trade). Glowflies have other possible adds too (sea gull, roach, adder...), so just keep at those level 5+ Glowflies until you find the Crow you want.  And good luck!
